Meeting Held September 20th 2006

1/ POLICE MATTERS
PC Marston introduced PCSO Willis who was to join PCSO Ramshaw in the village. An update on incidents within the Parish since the last meeting was given.
It was reported there had been a slight reduction  Members asked the Police to give attention to under age drinking in the village and the nuisance caused by youths obtaining alcohol, and asked if a test purchase operation to be carried out
RESOLVED that the report be accepted.

2/ Land to the rear of Station Road East/St Aidans Terrace
The Clerk reported that the District Council had confirmed that two sheds had been taken down and although recently two mattresses had been fly tipped, they were to be removed.

3/ Anti Social Behaviour
A Member once again gave details of recent disturbances that been reported to him with a particular household causing a large amount of noise, nuisance and disturbance.
It was suggested that the Clerk contact East Durham Homes to ask for information and relay this to the Member concerned.
RESOLVED that this course of action to be followed.

4/ Demolition of the Cricket Pavillion
This has been successfully carried out. The District of Easington have made good and seeded the area. The District of Easington are to cut back and make safe the old ,unused play equipment.
5/ The Notice of Audit
is on display. Accounts will be made available for the Members of the Public to inspect /Clerk Within the regulations for Audit there is a need for an internal auditor to be appointed. I am to ask the Council if it would be possible for me to purchase the Rural Business Solutions accounting package and this firm could carry out the internal audit service for the Parish Council at a cost of £50 per year .For comparison purposes Wheatley Hill Parish Council pay £90 per year for this service.

6/ PERSONNEL and HEALTH & SAFETY ADVICE
The District of Easington have asked if the Parish Council would be interested in an arrangement whereby we could access professional Personnel and Health & Safety advice and assistance when needed. There has not been a price suggested, recommended that we accept this offer in principle and await prices.

7/ Firework Display
Clerk asked the council for their thoughts on the Parish Council organising an Annual Firework Display. She said she personally supports organised firework displays not only for safety reasons but as providing a village event. As a guide the Town Council pay approximately £3,500 for a display by a professional pyrotechnics operator .Some of this cost could be offset by having food vans who would pay a fee for attending.
Members views are requested.
